As the masons, Lutherans, and Adventists realized, the passing of Initiative 49 would have been detrimental to more than just the Catholics, for if passed it could have led to other initiatives targeting other religious groups in Washington. Labor organizations, like the Seattle Central Labor Council, also opposed the initiative, arguing that it attacked fundamental liberties and restricted the ability of parents to raise their children in the way they saw fit, following the stand taken by the American Federation of Labor on the issue.

Review of such licensure by the Board shall alwaysoccur if the institution is legally reconstituted, or if ownership of apreponderance of all the assets of the institution changes pursuant to a singletransaction or agreement or a recognizable sequence of transactions oragreements, or if two years has elapsed since licensure of the institution wasgranted by the Board. Notwithstanding the foregoing paragraph, if an institutionhas continued to be licensed under this section and continuously conducted post secondarydegree activity in this State under the same publicly registered name or seriesof publicly registered names since July 1, 1979, or for six consecutive years,whichever is the shorter period, and is accredited by an accrediting commissionrecognized by the Council on Post Secondary Accreditation, such institutionshall be subject to licensure review by the Board every six years to determinethat the institution continues to meet the standard for licensure of subsectionf, above. However, should such an institution cease to maintain the specifiedaccreditation, become legally reconstituted, have ownership of a preponderanceof all its assets transferred pursuant to a single transaction or agreement ora recognizable sequence of transactions or agreements to a person ororganization not licensed under this section, or fail to meet the standard forlicensure of subsection f, above, then the institution shall be subject tolicensure review by the Board every two years until a license to conduct post secondarydegree activity and the requisite accreditation have been restored for sixconsecutive years. Anyinstitution seeking licensure under the provisions of this section that failsto meet the licensure requirements of this section shall be denied a license toconduct post secondary degree activity in this State. Any institution holding alicense to conduct post secondary degree activity in this State that is foundby the Board of Governors not to satisfy the licensure requirements of thissection shall have its license to conduct post secondary degree activity inthis State revoked by the Board; provided, that the Board of Governors maycontinue in force the license of an institution deemed by the Board to bemaking substantial and expeditious progress toward remedying its licensuredeficiencies. The Boardshall have authority to establish such rules, regulations, and procedures as itmay deem necessary or appropriate to effect the provisions of this section. Such rules, regulations, and procedures may include provision for the grantingof an interim permit to conduct post secondary degree activity in this State toan institution seeking licensure but lacking the two year period of activityprescribed by subsection f2, above. The Board shall call to the attention of the Attorney General, for such actionas he may deem appropriate, any institution failing to comply with therequirements of this section. The provisions of this section areseverable, and, if any provision of this section is declared unconstitutionalor invalid by the courts, such declaration shall not affect the validity of thesection as a whole or any provision other than the provision so declared to beunconstitutional or invalid. 1244, s. 1;1973, c.
